Twelve months, 20 development days a month, £105,600 in total. Every figure in it is built from the 78 numbered requirements in Module 6 section 36 and Module 7 section 28.
The developer should confirm the proposed technical approach, dependencies and any material cost or phasing implications so McConnell can decide delivery sequence without losing the agreed architecture.
Module 7, section 29.1Module 6 section 36 lists 24 first-build essentials. Module 7 section 28 lists 54 core build requirements. Together that is 78 numbered items, and building all of them is 553 development days. Twelve months at 20 days a month is 240, so the full specification is a little over twice what a year buys.
Module 7 section 29.1 asks the developer to confirm the approach, the dependencies and the phasing before McConnell decides the delivery sequence. That is what this document does. It sets out which requirements are already live, which the term reaches, and what each of the others would cost, requirement by requirement.
The basis for every day figure. These are delivery days at the pace this team works, not a standard estimating rate. They assume the codebase McConnell already owns, no ramp up, no handover, and AI assistance inside the build itself rather than alongside it. Each figure includes build, test, data migration where it applies, and one review cycle with your team. The five applications already running in your own environment were built on that basis and are the evidence for it.
Five applications are live in McConnell's own environment today. The estimates in this document assume that starting position: the foundations, the sign-in, the hosting and the data are already in place and already yours.
The cylinder is graduated in requirements, not in pounds. It fills to 38 of 78 by the end of the term. The volume above the line is real, and it is priced in the ledger below rather than left as an implication.
Standalone prices are the same work quoted on its own at our on demand rate of £450 a day. The programme rate is £415, held for the twelve months.
Every requirement below is quoted from your own document. The month says when it lands. The price is what that item alone would cost at our on demand rate of £450 a day, so any line can be pulled forward, deferred or dropped and the arithmetic still works.

Requirements marked Live are already built and are charged for nothing. Days shown against phase two items are estimates for sequencing, not a commitment to a fixed price.
40 of the 78 sit outside this term, 336 days in total. Two of them are not features. Module 6's learning engine is a video platform with question banks, versioned courses and completion certificates. The subcontractor workforce platform is a second application with its own tenancy, its own onboarding and every subcontractor as a separate data controller. Each needs a programme of its own, and neither can be delivered inside a twelve month term alongside the rest.

Sequencing is a steering decision. Any of these can move into the term by moving something else out, and the ledger above is the instrument for doing that in a meeting rather than in a change order.
Pause at any month end with nothing further to pay. Hosting stays on your own Cloudflare and AWS accounts at their usual running cost.
None of these need a meeting. Each needs a named person to rule on it, and until it is ruled on the work below it cannot start. The certificate counts were read from the live system on 25 August 2026 and move as the rulings land.
One other thing, and it is yours rather than ours. Reading the 3,149 certificate files in your SharePoint turned up passports, driving licences, DBS certificates including one enhanced disclosure, a Police Scotland vetting form and a personnel security form carrying a National Insurance number. None of it entered the training system and our copies were deleted, with a manifest. The originals are still in your SharePoint and somebody at McConnell should decide what happens to them.
